Ruben J. Brooks, Chairperson. Ruben J. Brooks was appointed Chief Operating Officer (COO) of the Atlanta Beltline Incorporated (ABI) in August 2019. As COO, Mr. Brooks leads the day-to-day operation of the business and senior leadership team responsible for Design and Construction of the Trail, Real Estate Acquisitions, Affordable Housing

Ruben J. Brooks, Chairperson. Ruben J. Brooks was appointed Chief Operating Officer (COO) of the Atlanta Beltline Incorporated (ABI) in August 2019. As COO, Mr. Brooks leads the day-to-day operation of the business and senior leadership team responsible for Design and Construction of the Trail, Real Estate Acquisitions, Affordable Housing, Economic Development, Procurement, Government Affairs, Communications and Media Relations, Process Improvements and Completion of ABI’s Strategic Implementation Plan.


Mr. Brooks previously served as Regional Center Director for the U.S. Department of Housing and Urban Development’s (HUD’s) Office of Multifamily Housing for nearly seven years where he led the Southeast Region in making large scale commercial real estate investment and asset management decisions. Prior to HUD, Ruben spent over nineteen (19) years at Fannie Mae in a variety of leadership positions, most notably as Director of Multifamily Construction and Interim Finance and Director of Multifamily Affordable Housing.


Mr. Brooks received a B.S. in Management from Morgan State University, an M.P.A. from the University of Baltimore, and a M.S. Real Estate from Johns Hopkins University’s Carey School of Business.  Mr. Brooks is a member of the City of Atlanta’s Affordable Housing Commission, sits on the Board of Directors of Junior Achievement of Georgia and is a graduate of Leadership Atlanta’s Class of 2015.

 Cheo Hurley serves as Vice Chairman of the Board of Directors of AnnMarie Community Partners Inc. His focus is increasing the stock of affordable multifamily housing in the United States, addressing a critical problem in our country. Mr. Hurley also serves as the Founder, President, and CEO of THG Companies LLC, a full-service constructi

 Cheo Hurley serves as Vice Chairman of the Board of Directors of AnnMarie Community Partners Inc. His focus is increasing the stock of affordable multifamily housing in the United States, addressing a critical problem in our country. Mr. Hurley also serves as the Founder, President, and CEO of THG Companies LLC, a full-service construction general contractor, subcontractor and construction manager that has completed over $35 million in projects. Mr. Hurley has extensive expertise in urban planning, development, and construction. Mr. Hurley graduated with a Bachelor of Business Administration (B.B.A) in Finance from Howard University. He subsequently earned a Master of Public Administration degree from American University and a Master of Science in Real Estate from the Johns Hopkins University Carey School of Business.
